Hong Kong airport caps power banks to 2 per passenger in line with global rule

Photo: May Tse All passengers departing from Hong Kong International Airport are now prohibited from carrying more than two power banks, effective immediately, the Airport Authority announced on Saturday night.

Citing new rules from the International Civil Aviation Organization (ICAO), the Airport Authority said the global aviation body had announced the requirements to address emerging aviation safety risks posed by lithium battery power banks.

Under the new rules, each departing passenger may carry no more than two power banks and will be prohibited from recharging them during flights, the authority said. “Effective immediately, all passengers departing from Hong Kong International Airport are required to observe the requirements,” it said in a statement.

The authority advised passengers to contact their airlines for further details and assistance.

On Friday, the ICAO said that following newly agreed measures, passengers will be limited to two power banks each and prohibited from recharging them during flights.

Crew members, however, will continue to carry and use power banks in line with operational requirements.

The new specifications took effect Friday. “These improvements reflect ICAO’s continuing commitment to enhancing aviation safety, in line with the Organization’s strategic vision of air transport for all by 2050, with zero fatalities and net zero carbon emissions,” the ICAO said in a statement.

Hong Kong’s flagship carrier Cathay Pacific Airways said the measures would take effect immediately and apply to all its flights.

Each passenger may carry no more than two power banks, and they must be placed in hand baggage, not checked luggage, it said.

The airline said that any power banks exceeding the permitted quantity would be confiscated by security staff and advised passengers to carefully check the contents of their carry-on baggage before boarding.
